President Atkins called the regular meeting to order at 12:30 p.m., and Director Nakaue led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, Administrative Assistant Rodriguez, Legal Counsel Zolezzi and Consultant Barkett. Director Cortopassi was absent.

2. Stockton East Water District – Water Infrastructure Finance and Innovation Act (WIFIA) Letter of Interest – Consideration of Projects To Be Included Memo
Manager Hopkins presented the Board with a Water Infrastructure Finance and Innovation Act (WIFIA) Letter of Interest – Consideration of Projects To Be Included Memo. Manager Hopkins reported during the November 19th Regular Board Meeting the Board approved proceeding with the design to line the existing pipeline and directed staff to bring forward the WIFIA project list for the Board’s review, which may include a Phase 2 Peters Pipeline Rehabilitation Project to construct a new parallel pipeline. Assistant Manager Vega reviewed the memo and provided responses to questions.
A motion was moved and seconded to authorize the General Manager to direct the addition of the parallel Peter’s Pipeline addition and respective amount to the WIFIA LOI as presented in Table 2, as presented.

Consider Adopting Revised Resolution No. 24-25-12 – A Resolution of The Board of Directors Of Stockton East Water District Declaring The Intent Of The District To Be Reimbursed For Certain Capital Expenditures From The Proceeds Of Indebtedness. Manager Hopkins presented a resolution to the Board requesting approval of a Revised Resolution No. 24-25-12.
A motion was moved and seconded to approve the Revised Resolution No. 24-25-12, as presented.

F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 11/19/24
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 171,533 AF in storage at New Hogan Reservoir. Current releases are set at 228 cfs. There is 1,811,680 AF in storage at New Melones Reservoir. Current releases are set at 137 cfs. The current release at Goodwin Dam to Stanislaus River is set at 203 cfs and release to all water users is set at 203 cfs. The District Water Treatment Plant (WTP) is currently processing 28 mgd. North Stockton is currently utilizing 5 mgd. South Stockton is currently using 7 mgd. Cal Water is currently utilizing 20 mgd. The City of Stockton WTP is currently processing 10 mgd.

3. Report on General Manager Activities
a. CVP Water Association – Executive and Financial Affairs Committee Meeting, 11/15/24
Director of Finance and Administration Ram reported that the committee discussed cancellation of the December meeting due to the upcoming holidays and plan to schedule meetings every other month moving forward. Additionally, Director Ram mentioned the committee discussed new hires. noted that the 2024 budget was set at $214.5M, and the 2025 budget request is set at $260.5M.[JH1] [PR2] Stockton East Water District Activities Update
Manager Hopkins reported the District encountered an issue with the control valve regulating flows to the Cal Water System. The actuator closed on its own, even though SCADA indicated it was still open. District staff successfully coordinated temporary operations with Cal Water and enacted operational measures to address the situation. Manager Hopkins also reported this valve is one of three the District plans to replace in the next fiscal year.
Manager Hopkins reported District staff and himself have had additional meetings with landowners along the proposed Clements Road Pipeline. Manager Hopkins stated all landowners the District has spoken with are supportive of connecting to surface water and providing right-of-way for the pipeline. There are three or four remaining landowners to meet with before the District achieves consensus along the entire alignment.
Manager Hopkins reported the District had applied for three grants through the Natural Resources Conservation Service (NRCS) Regional Conservation Partnership Program (RCPP), two for Stockton East Water District (SEWD) and one for Central San Joaquin Water Conservation District (CSJWCD). While the District has not yet received official denial letters, Manager Hopkins reported the NRCS released a list of approved applications, and the District's applications were not included.
Manager Hopkins reported the GSP five-year update is nearing completion. The Project Management Committee meeting was held last week, during which all public comments on the GSP were addressed. The draft five-year update is scheduled to be presented to the Groundwater Authority Board for approval on December 11th. Manger Hopkins also reported Legal Counsel Zolezzi and Manager Hopkins met with the North San Joaquin Water Conservation District (NSJWCD) to begin preliminary discussions on demand management decisions.
Manager Hopkins reported receiving an email from San Juan Water District (SJWD) looking for other districts interested in contributing to the SB366 campaign funding. Although Stockton East Water District (SEWD) supported SB366, he is unsure if the District would benefit from the legislation.
4. Stockton East Water District Finance Update
Director of Finance and Administration Ram provided the Board with a Finance Update. Director of Finance and Administration Ram reported the interest rate for the California Class was 5.4% for July, 5.2% for August and September, and 5% for October. The District averaged approximately $170K in interest income per month. Director Ram also mentioned the current federal rates are at 4.58%. Director Ram also reported staff held its second meeting with Tyler Technologies, and the District has been granted access to their test environment. The Finance department will begin testing week of December 2.
