A. PLEDGE OF ALLEGIANCE AND ROLL CALL
President McGurk called the regular meeting to order at 12:30 p.m., and District Engineer Evensen led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, District Engineer Evensen, Administrative Assistant Rodriguez and Legal Counsel Zolezzi. Directors Cortopassi and Nakaue were absent.

3. Stockton East Water District – Consider Approving Policy No. 4230 – Display of Flags Memo
a. Stockton East Water District Policy Manual – Display of Flags Policy No. 4230
Manager Hopkins provided the Board with a memo to – Consider Approving Policy No. 4230 – Display of Flags. Manager Hopkins reported the District currently displays the United States (U.S.) and California state flags at the District office. While the display of the U.S. flag is governed by specific protocols to ensure legal compliance and adherence to best practices, the District does not have an official policy in place for the display of flags. Manager Hopkins reviewed the memo and provided responses to questions.

F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 12/31/24
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 166,194 AF in storage at New Hogan Reservoir. Current releases are set at 197 cfs. There is 1,861,926 AF in storage at New Melones Reservoir. Current releases are set at 41 cfs. The current release at Goodwin Dam to Stanislaus River is set at 204 cfs and release to all water users is set at 204 cfs. The District Water Treatment Plant (WTP) is currently processing 30 mgd. North Stockton is currently utilizing 5 mgd. South Stockton is currently using 3 mgd. Cal Water is currently utilizing 18 mgd. The City of Stockton WTP is currently processing 7 mgd.
Manager Hopkins provided responses to questions.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported the District aims to improve audio and video quality in response to complaints regarding the current device’s audio performance for virtual attendees of the Board meetings. District staff explored various options, and purchasing tablets and headsets appeared to be the most cost-effective solution. Manager Hopkins mentioned the option of eliminating the TEAMS meeting access, except when a Director is attending remotely.
Manager Hopkins presented the Board with a draft proposed quote expressing the District’s sincere appreciation to Congressman Josh Harder for his dedication in securing the inclusion of the Farmington Dam Reauthorization in the 2024 Water Resources Development Act. The Board provided feedback.
Manager Hopkins presented the Board with a report on the equipment usage for the week of December 30, 2024.
4. Stockton East Water District Engineering Update
District Engineer Evensen provided the Board with a presentation on the District’s projects which include the Water Supply Master Plan and CIP, Water Treatment Plant Master Plan and CIP, SWEEP Block Grants, Tunnel Outlet Flume, SCADA Improvements, Extraction Well #2 Electrical, Aquifer Storage Recovery Well 74-0, Security Access, Highway 4 Traveling Water Screen, Low Lift Pumping Station P-1 Pump Replacement and McGurk Low-Water Crossing. District Engineer Evensen also provided an update on the planning, design and permitting which include the following; Design of New Filers and Modification to Existing Filters, George Watkins Low-Water Crossing, Eight Mile Dam, Peters Pipeline Retrofit Design, Potter Creek Pump Station, Raise Actuators and Replace Butterfly Valves for Main Control Vaults, DWR Watershed Resiliency Grant, Federal Highway Agency Culvert AOP Grant and Bellota Weir Modification Project.
District Engineer Evensen provided responses to questions.
G. DIRECTOR REPORTS
1. Inauguration of the New San Joaquin Board of Supervisors, 01/06/25
Directors Watkins, Sanguinetti and Manager Hopkins attended the Inauguration of the New San Joaquin Board of Supervisors. Director Sanguinetti stated that the event was a success overall, with a large turnout due to the appointment of the two new Board of Supervisors members.
