President McGurk called the regular meeting to order at 12:30 p.m., District Engineer Evensen led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza, and Sanguinetti. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, District Engineer Evensen, Administrative Assistant Rodriguez and Legal Counsel Zolezzi. Director Cortopassi and Director Watkins were absent.

1. Minutes 03/25/25 Regular Meeting
A motion was moved and seconded to approve the March 25, 2025, Regular Meeting Minutes, as amended.

3. Stockton East Water District – 2025 Water Rates
Manager Hopkins presented the proposed 2025 Water Rates to the Board ahead of the public hearing, allowing members time to review them. Manager Hopkins reported the Agricultural Operations Committee recommended rates of $6.56 per acre-foot for groundwater, $24 per acre-foot for surface water, and $55 per acre-foot for domestic use.
Director Panizza inquired when the rates were last increased. Manager Hopkins replied the groundwater and domestic rates are adjusted annually, while this will be the first increase in the surface water rate since 2013.
4. Stockton East Water District – Consider Approving A Business Consultant Agreement With Doyce Boesch And Authorizing A Budget Transfer To Fund The Agreement For Fiscal Year 2025-2026
Manager Hopkins presented the Board with a Business Consultant Agreement With Doyce Boesch and Authorizing A Budget Transfer To Fund The Agreement For Fiscal Year 2025-2026. Manager Hopkins reported on March 25, 2025, the Stockton East Water District (SEWD) staff presented the Board of Directors (Board) with the following items for consideration. Consider Authorizing The General Manager to Approve a Professional Services Agreement with The Gualco Group, Inc (TGG) for Legislative Lobbying Services, Business Consultant Agreement with Anthony Barkett for 04/01/25-03/31/26 and Business Consultant Agreement with Doyce Boesch for 04/01/25-03/31026. Manager Hopkins. Manager Hopkins reviewed the staff report and staff provided responses to questions.
Director Panizza suggested extending Doyce Boesch Business Consultant Agreement for six months and proceed with a budget transfer of $33,000. Discussion followed.
A motion was moved and seconded to extend Doyce Boesch Business Consultant Agreement for six months and a budget transfer of $33,000, as presented.

E. COMMITTEE REPORTS
1. Agriculture Operations Committee Meeting, 03/25/25
Directors Atkins, Nakaue, and Sanguinetti attended the Agricultural Operations Committee meeting. Director Atkins reported the committee discussed the proposed funding for the Bellota Project, the 2025-2026 water rates, the surface water conversion program, and the final draft of the Water Supply Master Plan. Director Atkins also mentioned work on the Bellota Project is scheduled to begin in the third quarter of this year. Director Nakaue reported the committee discussed the District’s plans to develop its own version of the SWEEP Block Grant Program to help fund the transition from groundwater to surface water. Discussion followed.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 03/25/25
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 230,986 AF in storage at New Hogan Reservoir. Current releases are set at 33 cfs. There is 1,983,900 AF in storage at New Melones Reservoir. Current releases are set at 881 cfs. The current release at Goodwin Dam to Stanislaus River is set at 1,397 cfs and release to all water users is set at 797 cfs. The District Water Treatment Plant (WTP) is currently processing 0 mgd. North Stockton is currently utilizing 0 mgd. South Stockton is currently using 0 mgd. Cal Water is currently utilizing 0 mgd. The City of Stockton WTP is currently processing 14 mgd.

3. Report on General Manager Activities
a. ACWA State Legislative Symposium, 03/26/25
Manager Hopkins attended the ACWA State Legislative Symposium and reported Senator McNerney introduced two pieces of legislation: one related to recycled water and the other, SB454, aimed at establishing a PFAS mitigation fund in the event of any settlement money. Senator McNerney expressed his intention to focus on practical solutions for both above-ground and below-ground water storage. Manager Hopkins also reported East Bay Municipal Utility District (EBMUD) participated in a panel discussion, emphasizing the human right to water. The panel included two other speakers. Policy and Legal Director for the Committee on Water and a policy consultant from the office of Speaker Robert Rivas. Manager Hopkins reported both panelists advocate for more regulation and seek to rely on state agency staff to help educate and inform legislators
b. ACWA State Legislative Committee Meeting, 03/27/25
Manager Hopkins attended the ACWA State Legislative Committee Meeting and reported twelve bills were presented, with approximately half of them being relevant to the District. Manager Hopkins reported bill summaries and ACWA positions for AB 514, AB 874, AB 1146, AB 1319, and AB 1413.
c. Stockton East Water District Activities Update
Manager Hopkins reported the District's treatment plant is currently shut down due to ongoing issues with disinfection byproducts, specifically elevated TTHMs, which have been a concern for some time. The Urban Contractors have significantly reduced their use of the District's water because the plant has been unable to process the poor-quality water. Manager Hopkins reported the District decided to shut down the plant in order to empty the clear wells. The District was delivering less than 10 mgd, which made it challenging to operate the water treatment plant. Staff will continue to monitor raw water at Bellota and will resume water processing once the clear wells are emptied.
Director Nakaue inquired about the definition of TTHMs and whether this issue had occurred before. Manager Hopkins replied TTHMs stand for total trihalomethanes which is the byproduct of chlorine reacting with organic matter and the District has had this problem before. Discussion followed.
Manager Hopkins reported he recently had a meeting with the San Joaquin Area Flood Control Agency (SJAFCA), and they are preparing to begin work on the Lower San Joaquin River Levee Enhancement Project. A groundbreaking ceremony is scheduled for April 18th at 11:30 a.m., which will take place at the end of March Lane.
Manager Hopkins reported Highway 4 trash racks construction work has been completed.
Manager Hopkins reported the carbon replacement for the filters have been completed.
Manager Hopkins reported he received a call from the real estate agent the District has been working with. The agent informed him of a 40-acre parcel listing adjacent to the three properties the District has been discussing. Discussion followed.
Manager Hopkins reported committee meetings will be set monthly with the Agriculture and Municipal Operations Committee meetings taking place on the third Wednesday of the month and the Administration Committee meeting will take place on the fourth Wednesday of the month.
Manager Hopkins provided the Board with the equipment use for the week of March 24th.
4. Stockton East Water District Engineering Update
District Engineer Evensen provided the Board with an Engineering update. District Engineer Evensen reported on the project and construction management; Water Supply Master Plan and CIP has been completed, Water Treatment Plant Master Plan and CIP has also been completed, SWEEP Block grant have been completed and in construction, Tunnel Outlet Flume has been completed, SCADA improvements, Highway 4 traveling water screen etc. District Engineer Evensen also reported on planning, design, permitting and grants; design of new filters and modifications to existing filters, George Watkins Low-Water Crossing, Eight Mile Dam, Peters Pipeline retrofit design etc. District Engineer Evensen presented the Board with pictures of the Bird Cage Lower Farmington Canal, Tunnel Outlet Flume, Potter Creek Pumping Station and Highway 4 Rotating Screen Trash Rack.
