A. PLEDGE OF ALLEGIANCE AND ROLL CALL
President McGurk called the regular meeting to order at 12:30 p.m., Director Watkins led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, District Engineer Evensen, Chief Plant Operator Brothers, Water Supply Supervisor Bonnesen, Administrative Assistant Rodriguez, Legal Counsel Zolezzi and Consultant Barkett. Director Nakaue was present via teleconference. Director Cortopassi was absent.
The Board authorized Director Nakaue to participate remotely in the meeting due to a medical condition.

C. PUBLIC COMMENT
Richard Wagner from the Central San Joaquin Water Conservation District (CSJWCD) read a letter CSJWCD had sent to the Board of Directors in February regarding a potential merger with the Stockton East Water District (District). Mr. Wagner reported CSJWCD is working on several efforts to help achieve groundwater sustainability and requested the District keep both groundwater sustainability needs and surface water wheel rates in mind when setting a new surface water wheel rate for CSJWCD. Additionally, he informed the Board that Reid Roberts is leaving CSJWCD within a year and the office complex which includes their listed district address has been sold.

3. Stockton East Water District – Consideration of Approving Out-Of-District Contract – West Coast Grape Farms
Manager Hopkins presented the Board with a staff report to Consider Approving Out-of-District Contract for West Coast Grape Farms. Manager Hopkins reported that West Coast Grape Farms has requested an Out-of-District Non-Potable Water Service Contract, which the District is able to provide water through existing water agreements with Rock Creek Water District (RCWD), Oakdale Irrigation District (OID), and South San Joaquin Irrigation District (SSJID). Staff recommends the Board approve the contract for West Coast Grape Farms. Manager Hopkins addressed questions from the Board.
A motion was moved and seconded to authorize the Out-Of-District Non-Potable Water Service Contract for West Coast Grape Farms, as presented.

4. Stockton East Water District – Staff Report – Consider Approving Filing of CEQA Notice of Exemption for the Hogan Low Water Crossing
Manager Hopkins provided the Board with a staff report to Consider Approving Filing of CEQA Notice of Exemption for the Hogan Low Water Crossing. Manager Hopkins reported the District is required by the Calaveras River Habitat Conservation Plan (CHCP) to complete a series of Low Water Crossing Replacement Projects, including the Hogan Low Water Crossing, by 2030. Manager Hopkins reviewed the staff report and staff provided responses to questions.
A motion was moved and seconded to approve the project and authorize the General Manager to approve the filing of CEQA Notice of Exemption for the Hogan Low Water Crossing and begin applying for all necessary permits, as presented.

5. Stockton East Water District – Staff Report – Solicit Bids for Construction of Bellota Weir Modification Project
Manager Hopkins presented the Board with a staff report to Solicit Bids for Construction of Bellota Weir Modification Project. Manager Hopkins reported the District is required by the Calaveras River Habitat Conservation Plan (CHCP) to complete thisproject by 2030. The project is designed and the construction is estimated to require four to five years , which requires the District to begin construction during the summer of 2025. Manager Hopkins reviewed the staff report and staff provided responses to questions.
A motion was moved and seconded to authorize the General Manger to approve a Solicitation of Bids for Construction of Bellota Weir Modification Project and make all other necessary approvals, as presented.

F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 04/08/25
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 220,057 AF in storage at New Hogan Reservoir. Current releases are set at 64 cfs. There is 2,002,673 AF in storage at New Melones Reservoir. Current releases are set at 914 cfs. The current release at Goodwin Dam to Stanislaus River is set at 1,640 cfs and release to all water users is set at 1,825 cfs. The District Water Treatment Plant (WTP) is currently processing 24 mgd. North Stockton is currently utilizing 3 mgd. South Stockton is currently using 8 mgd. Cal Water is currently utilizing 17 mgd. The City of Stockton WTP is currently processing 20 mgd. Total Ground Water Production 3,530 GPM.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins informed the Board the flume is now in service and shared a video of an operational project.
Manager Hopkins reported he received an email from the U.S. Army Corps of Engineers (USACE), indicating they are beginning stakeholder engagement for the New Hogan Water Control Manual Update. The first meeting is scheduled for May.
Manager Hopkins reported the District is continuing discussions on water banking with the East Bay Municipal Utility District (EBMUD). Manager Hopkins stated the District is prepared to engage with stakeholders on the East Side, including executives, board members, and legal counsel to begin shaping a potential framework. This framework could be managed either by the Eastern Water Alliance (EWA) as a collective effort or by individual agencies pursuing separate projects with EWA coordination
Manager Hopkins announced the Farmington Dam meeting is scheduled for next week and noted there has been significant interest in the event. He also presented the Board with a teaser video highlighting the Farmington Dam Study.
Manager Hopkins provided the Board with the equipment use for the week of April 7, 2025.
4. Stockton East Water District Water Treatment Plant Update
Chief Plant Operator Brothers presented the Board with a Treatment Plant Update. Chief Plant Operator Brothers reported, for the month of March, the Water Treatment Plant collected 97 samples and there were 0 samples that tested positive for Coliform and E. Coli. The rain totals for the past 7 days were 0 and the surface water production for the Treatment Plant was 1,846 AF and City of Stockton Treatment Plant was 1,092 AF. The groundwater production for Stockton East Water District was 4 AF, California Water Service was 660 AF and City of Stockton was 100 AF for a total of 764 AF. Lastly, the TTHM average is 71 and chlorine free average 1.04 ppm.
G. DIRECTOR REPORTS
1. Ag Venture Day – Tracy, 04/09/25
Director Sanguinetti attended the Ag Venture Day. Director Sanguinetti reported the event was intended for Tracy schools, although it was held at the Delta College school farm. Around 1,100 students participated, along with 150 volunteers.
2. Eastern San Joaquin Groundwater Authority Board Meeting, 04/09/25
Director Panizza, Director Watkins and Manager Hopkins attended the Easter San Joaquin Groundwater Authority Board Meeting. Director Panizza reported the minutes from the February 12th meeting were approved. The Board held a discussion and considered possible action to dissolve the Steering Committee, received a financial report, and reviewed a presentation of the preliminary 2025–2026 annual work plan and budget. The Board also discussed and considered canceling the May 14th Board meeting due to the ACWA Spring Conference. Additionally, the North San Joaquin Water Conservation District (NSJWCD) gave a presentation as part of the GSA Spotlight. Director Watkins reported the annual budget for the upcoming year is $1M.
3. Calaveras County Water District – Watershed Resilience Study Presentation, 04/09/25
Director Watkins and Manager Hopkins attended the Calaveras County Water District – Watershed Resilience Study Presentation. Manager Hopkins provided an overview of the Calaveras River Watershed Resilience Study, including the background that led the District to begin this collaborative effort with the Department of Water Resources (DWR), and outlined the goals the District hopes to achieve through the study. Manager Hopkins reported the Calaveras County Water District (CCWD) appreciated the presentation and plans to attend a tour of the water treatment plant in the near future.
4. Haven Of Peace – Ribbon Cutting, 04/14/25
Director Watkins and Manager Hopkins attended the Haven Of Peace Ribbon Cutting. Director Watkins reported Stockton Leadership completed a garden project featuring a gazebo, and attendees were given a tour of the facility. Several members of the County Board of Supervisors and City Councils attended the event. Manager Hopkins noted this was the project the District supported by donating resources to help bring it to completion. Director Watkins shared a message from the Executive President of Haven of Peace, Olga Rodriguez, expressing her heartfelt thanks to the Board of Directors for their contribution to the project.
5. ACWA SGMA Implementation Subcommittee Meeting, 04/10/25
Director Watkins attended the ACWA SGMA Implementation Subcommittee Meeting. Director Watkins reported the committee meeting had no chairman or formal agenda. The committee introduced Andrew Renshaw, a former employee of the State Water Board and the Department of Water Resources (DWR), who is now with the Calaveras County Water District (CCWD). Director Watkins also reported the committee discussed Assembly Bills 1466 and 1413.
H. COMMUNICATIONS
1. Completion of the JPIA Professional Development Program Development Program Specialty Letter, 04/08/25
President McGurk presented Stephen Bonnesen with a polished wood plaque for completing his JPIA Supervisor Basics Certification Program. Stephen Bonnesen gave a brief overview of the program and its purpose.
