A. PLEDGE OF ALLEGIANCE AND ROLL CALL
President McGurk called the regular meeting to order at 12:30 p.m., Director Panizza led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Director of Finance and Administration Ram, District Engineer Evensen, Water Supply Manager Donis, Administrative Assistant Rodriguez, Legal Counsel Zolezzi and Consultant Barkett.

President McGurk shared a letter from the Cortopassi Family expressing their gratitude to the District for the flower arrangement they received.

Manager Hopkins presented the Board with both versions of the minutes, one prepared traditionally and the other generated using artificial intelligence.
Director Panizza made the following correction to the minutes;

3. ACWA – Call For Candidates For Region Boards
Manager Hopkins presented the Board with the ACWA Call for Candidates for Region Boards. Manager Hopkins reported that ACWA is seeking nominations from member agencies for the positions of Board Member, President, and Vice President. A resolution to formally nominate the selected candidate will be presented at the next Regular Board Meeting.
A motion was moved and seconded to appoint Director Watkins as the ACWA Region 4 Board Member, as presented.

E. COMMITTEE REPORTS
1. San Joaquin Farm Bureau Federation Monthly Water Committee Meeting, 05/14/25
Water Supply Manager Donis reported the meeting was cancelled.
2. Municipal Operations Committee Meeting, 05/21/25
Director Nakaue, Panizza, McGurk and Assistant Manager Vega attended the Municipal Operations Committee Meeting. Director Nakaue reported the committee discussed the potential approval of the construction bid for the ASR Well. The committee recommended presenting a staff report to move forward with awarding the construction contract for the ASR Well.
G. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 05/16/25
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 210,419 AF in storage at New Hogan Reservoir. Current releases are set at 281 cfs. There is 1,934,399 AF in storage at New Melones Reservoir. Current releases are set at 3,666 cfs. The current release at Goodwin Dam to Stanislaus River is set at 3,308 cfs and release to all water users is set at 3,367 cfs. There are 16 irrigators on New Hogan, 0 on New Melones and 0 out of District. The District Water Treatment Plant (WTP) is currently processing 50 mgd. North Stockton is currently utilizing 12 mgd. South Stockton is currently using 8 mgd. Cal Water is currently utilizing 21 mgd. The City of Stockton WTP is currently processing 18 mgd.
Director McGurk inquired about the high release levels to the Stanislaus River. Legal Counsel Zolezzi replied the increased flow is due to the spring flow requirements.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported the District is not receiving any water from New Melones due to the U.S. Army Corp of Engineers having the Farmington gate shut down. The District should be receiving water from New Melones by the end of the week.
Manager Hopkins reported the State of the City will take place on June 10th at the Adventist Health Arena.
Manager Hopkins reported he is working with staff and the Urban Contractors to discuss the Capital Improvement Program and the funding plan.
Manager Hopkins reported the equipment use for the week of May 19th.
Director of Finance and Administration Ram presented a Finance Update to the Board. Director of Finance and Administration Ram reported for fiscal year 2024–2025, the District averaged $497,000 per quarter in interest income, totaling $1.9 million—down $160,000 from the previous fiscal year. Last year's average interest rate was 5.14%, compared to 4.33% this year. Director of Finance and Administration Ram also noted staff is currently working with Tyler Technologies on the general ledger codes and inputting 18,000 lines across two columns. Staff is slightly behind schedule but is expected to catch up by the end of this week.
4. Stockton East Water District Water Supply Update
Water Supply Manager Donis provided the Board with an update. Water Supply Manager Donis reported that staff is currently cleaning the sludge pond, conducting vegetation control at the treatment plant, restarting the New Melones water supply on May 28th, and completing the treatment plant source switchover by May 31st. Additionally, flows requested by the Central San Joaquin Conservation District will be provided by June 1st.
Water Supply Manager Donis also reported monitoring wells have dropped by an average of 5.06 feet across all 12 wells, with a total recharge of 4,759 acre-feet (AF). Year-to-date recharge from the New Melones Reservoir totals 2,500 AF, while the Central San Joaquin Conservation District has received 4,005 AF. The New Hogan Reservoir has recorded a year-to-date recharge of 26,935 AF, with 1,170 AF allocated for flood control, leaving a net total of 25,765 AF.
G. DIRECTOR REPORTS
1. 2025 SJCOG One Voice, 05/19/25 – 05/21/25
Director Atkins, Watkins, Sanguinetti and Manager Hopkins attended the 2025 SJCOG One Voice. Director Sanguinetti reported the event was a success and that they participated in the activities with the group. Manager Hopkins reported the Directors and he met with representatives from the USDA, NOAA, U.S. Bureau of Reclamation, and Congressman Josh Harder. Manager Hopkins noted, due to changes in the administration, the District will need to shift its focus from terms like "climate" and "disadvantaged communities" back to priorities such as "drought" and more routine matters.
H. COMMUNICATIONS
1. ACWA JPIA – H.R. LaBounty Safety Awards Program Letter, 05/19/25
Manager Hopkins provided the Board with H.R. LaBounty Safety Awards Program Letter. Manager Hopkins reported three staff members were recognized for their outstanding contributions to the District’s Health and Safety Program.
