President McGurk called the regular meeting to order at 12:30 p.m., Director Watkins led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, Hansen, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance & Administration Ram, District Engineer Evensen, Maintenance Manager Higares, Water Operations Manager Wunderlich, Administrative Assistant Rodriguez and Legal Counsel Selke.

3. Stockton East Water District – Consider Approval of the Injury Illness Prevention Plan (IIPP)
Manager Hopkins presented the Board with the updated Injury Illness Prevention Plan (IIPP). Manager Hopkins reported that staff reviewed the Injury and Illness Prevention Program (IIPP) and made minor updates. These updates included changes to the recordkeeping policy and the addition of new safety policies adopted by the Safety Committee to align with OSHA requirements.
A motion was moved and seconded to approve the updated Injury Illness Prevention Plan (IIPP) dated July 15, 2025, as presented.

4. Stockton East Water District – Staff Report – CalPERS Annual UAL Payment
Manager Hopkins presented the Board with as staff report of the CalPERS Annual UAL Payment. Director of Finance & Administration Ram reported CalPERS conducts actuarial valuations of Stockton East Water District’s pension plans, providing separate reports for classic and PEPRA members. She noted these valuations outline the normal cost (expressed as a percentage of payroll) and the District’s annual Unfunded Accrued Liability (UAL) for each plan.
Director of Finance and Administration Ram reviewed the staff report and provided responses to questions.
A motion was moved and seconded to approve the prepayment of the UAL portion of the District’s Classic and PEPRA Plan, as presented.

E. COMMITTEE REPORTS
1. San Joaquin Farm Bureau Monthly Water Committee Meeting, 07/09/25
Director Sanguinetti and Director Watkins attended the San Joaquin Farm Bureau Monthly Water Committee Meeting. Director Watkins reported the committee discussed District reports and received updates from the Districts, but there was no discussion on new or old business. Director Sanguinetti reported Lodi Lake Beach is currently closed due to elevated bacteria levels in the water. Director Watkins also reported the North San Joaquin Water Conservation District (NSJWCD) discussed the potential purchase of water from the Woodbridge Irrigation District (WID).
2. San Joaquin County & Delta Water Quality Coalition Steering Committee Meeting, 07/14/25
Director Atkins attended the San Joaquin County & Delta Water Quality Coalition Steering Committee Meeting. Director Atkins reported the meeting was held via Zoom, during which the committee discussed financials presented by Michael Wackman, outstanding coalition bills, membership changes due to fallowing as reported by Ruth Mulrooney, the Program Manager’s report on water testing, and ongoing outreach efforts. The next meeting is scheduled for September 8th. Discussion followed.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 07/08/25
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 189,401 AF in storage at New Hogan Reservoir. Current releases are set at 231 cfs. There is 1,774,590 AF in storage at New Melones Reservoir. Current releases are set at 1,885 cfs. The current release at Goodwin Dam to Stanislaus River is set at 2,081 cfs and release to all water users is set at 1,964 cfs. There are 18 irrigators on New Hogan, 8 on New Melones and 2 out of District. The District Water Treatment Plant (WTP) is currently processing 52 mgd. North Stockton is currently utilizing 13 mgd. South Stockton is currently using 8 mgd. Cal Water is currently utilizing 20 mgd. The City of Stockton WTP is currently processing 15 mgd.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported on the ACWA State Legislative Committee Meeting. Manager Hopkins reported the committee reviewed five bills, two of which were relevant to the District. The first, AB 1413, establishes a safe yield or sustainable yield that may exceed the yield established in an approved Groundwater Sustainability Plan (GSP). The second, SB 707, is currently opposed by the committee unless amended. It extends the existing virtual attendance allowances under the Brown Act beyond 2025 but introduces numerous new and burdensome requirements.
Manager Hopkins reported the District has begun exploratory excavations on the Marciano Property and is conducting percolation (Perc) testing, which is expected to be completed this week.
Manager Hopkins reported the District has hired a new Water Treatment Plant Operator in Trainee named Gerardo Torres Guzman.
Manager Hopkins reported the District has scheduled a groundbreaking ceremony for the Bellota Project on July 31st at 10:00 a.m. and informed the Board that they should have received an email invitation, noting the event will be added to an upcoming agenda as the date approaches.
Manager Hopkins reported meeting with the Army Corps of Engineers and Calaveras County Water District last week to discuss the issue of golden mussels. He noted that while many reservoirs have protocols in place to limit boating activity, New Hogan has seen a significant increase in traffic and currently lacks any provisions to address the threat. The Army Corps is working to implement such measures and has reached out to Stockton East and Calaveras County for local support. Manager Hopkins stated the discussion is ongoing and he will provide updates as they become available.
Manager Hopkins provided the equipment use for the week of July 7, 2025.
4. Stockton East Water District Operations Update
Water Operations Manager Wunderlich presented the Board with a Treatment Plant Update. Water Operations Manager Wunderlich reported, for the month of June, the WTP collected 94 samples and there were 0 samples that tested positive for Coliform and E.coli. The rain totals for the past 7 days were 0 and the surface water production for the Treatment Plant was 4,271 AF and City of Stockton WTP was 1,119 AF. The groundwater production for Stockton East Water District was 8 AF, California Water Services was 507 AF and City of Stockton was 492 AF. Lastly, the TTHM average is 28ppb and free chlorine average was 0.89 ppm.
G. DIRECTOR REPORTS
1. Eastern San Joaquin Groundwater Authority Board Meeting, 07/09/25
Directors Panizza, Watkins and Manager Hopkins attended the Eastern San Joaquin Groundwater Authority Board Meeting. Director Panizza reported the Board approved the minutes, adopted the proposed FY 2025-2026 Grant Fund Budget, and adopted the proposed FY 2025-2026 Budget. The Board also approved an Independent Contractor Agreement for Executive Director Services with First Water Partners Inc.; with owner Julia Verde present to provide a brief presentation. Additionally, the Board received a report on the Annual Work Plan Progress and a GSA Spotlight Presentation from Oakdale Irrigation District.
2. Greater Stockton Chamber of Commerce Monthly Mixer – San Joaquin County Fairgrounds
Directors Watkins and Atkins attended the Greater Stockton Chamber of Commerce Monthly Mixer at the San Joaquin County Fairgrounds. Director Atkins reported the event was a small gathering featuring food and drinks for sale, along with a car show. He noted the event highlighted the history of Stockton and the Greater Stockton Chamber of Commerce.
