President McGurk called the regular meeting to order at 12:30 p.m., Legal Counsel Zolezzi led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, Hansen, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance & Administration Ram, District Engineer Evensen, Administrative Assistant Rodriguez, and Legal Counsel Zolezzi.

E. COMMITTEE REPORTS
1. Municipal Operations Committee Meeting, 07/16/25
Directors McGurk, Panizza, Nakaue, Manager Hopkins and Assistant Manager Vega attended the Municipal Operations Committee Meeting. Director McGurk reported the committee decided to move the item to the next Municipal Operations Committee meeting, as some necessary information was not yet available to allow for a full discussion or recommendation to the Board. Director McGurk briefly summarized the staff report, indicating that the District is considering the purchase of either a 580EV electric backhoe loader or a more expensive diesel-powered alternative. Discussion followed.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 07/15/25
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 186,178 AF in storage at New Hogan Reservoir. Current releases are set at 236 cfs. There is 1,755,094 AF in storage at New Melones Reservoir. Current releases are set at 1,956 cfs. The current release at Goodwin Dam to Stanislaus River is set at 2,066 cfs and release to all water users is set at 2,062 cfs. There are 27 irrigators on New Hogan, 6 on New Melones and 2 out of District. The District Water Treatment Plant (WTP) is currently processing 50 mgd. North Stockton is currently utilizing 13 mgd. South Stockton is currently using 7 mgd. Cal Water is currently utilizing 20 mgd. The City of Stockton WTP is currently processing 14 mgd.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported during the most recent Eastern San Joaquin Groundwater Authority Board Meeting, the Department of Water Resources (DWR) announced the public release of the 2024 InSAR subsidence data. Upon review, District staff identified areas of concern within the basin located in the District’s service area. Manager Hopkins noted, according to the data, the area experienced only 0.018 feet of subsidence year over year
Manager Hopkins reported Senator Schiff’s office informed him they have submitted the Farmington Reservoir Feasibility Study to the Senate Appropriations Subcommittee on Energy and Water Development for consideration in the fiscal year 2026 funding bill recommendation.
Manager Hopkins reported the District will have the Bellota Weir Modification Groundbreaking Ceremony next Thursday.
Manager Hopkins reported the District is developing a fitness center and will be using the employee funds to purchase the equipment.

4. Stockton East Water District Finance Update
Director of Finance and Administration Ram provided the Board with a financial update, reporting the investment income for the last quarter ending in June totaled $478,527.90 with $117,667.24 from California CLASS and $360,860.66 from LAIF. The average interest rate for California CLASS was 4.36%, and for LAIF, 4.43%. In comparison, the federal interest rate as of June 18th was 4.33%, while last year’s average was 5.14%. Director Ram also noted staff is currently in the implementation phase of Tyler Technologies, with the test environment established and each employee working within their respective module
G. DIRECTOR REPORTS
1. San Joaquin County Flood Control and Water Conservation District Advisory Water Commission Meeting, 07/16/25
Director Atkins attended the San Joaquin County Flood Control and Water Conservation District Advisory Water Commission Meeting. Director Atkins reported the meeting minutes were approved. Bob Grandberg provided an update on the Mokelumne River Integrated Conjunctive Use Program (MICUP), followed by updates on the Mossdale Urban Flood Risk Reduction Project and the Flood Resilience Ordinance. Director Atkins also shared findings from the Fall 2024 Groundwater Report, noting the data is available from approximately 200 wells, some of which are agricultural. Additionally, Brandon Nakagawa of the South San Joaquin Irrigation District (SSJID) discussed Assembly Bill 413 and encouraged opposition to the bill. Director Atkins concluded by announcing the next San Joaquin County Flood Control and Water Conservation District Advisory Water Commission meeting is scheduled for August 20th.
