President McGurk called the regular meeting to order at 12:30 p.m., District Engineer Evensen led the Pledge of Allegiance.

 

Present at roll call at the District were Directors Atkins, Hansen, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Director of Finance & Administration Ram, District Engineer Evensen, Maintenance Manager Higares, Water Supply Manager Donis, Procurement Specialist Cahoon, Administrative Assistant Rodriguez, Consultant Barkett and Legal Counsel Zolezzi. Assistant Manager Vega was present via teleconference.

Travis Small, Deputy Director of Water Resources Municipal Utilities Department City of Stockton informed the Board the City of Stockton will be having a groundbreaking ceremony for the Delta Water Supply Groundwater Recharge Project on September 25, 2025.

E.     COMMITTEE REPORTS

1.      San Joaquin County and Delta Water Quality Coalition Steering Committee Meeting, 09/08/25

Director Atkins attended the San Joaquin County and Delta Water Quality Coalition Steering Committee Meeting. Director Atkins reported membership dues revenue decreased by $280,000, primarily due to the departure of 160 members, largely resulting from orchard removals and land fallowing in the Lodi and Graves areas. Currently, 380 members remain in violation for unpaid dues. Director Atkins also reported surface water sampling was conducted on August 20, with the next event scheduled for September 17. Groundwater sampling is planned for September 22–24, 2025. Recent submissions include the 2026 Monitoring Plan Update and the March quarterly data report, covering January through March 2025. Discussions continue with Representative Josh Harder regarding federal funding opportunities; however, current federal support is limited, while estimated project costs remain in the millions. The next meeting is scheduled for November 10.

2.      San Joaquin Farm Bureau Federation Monthly Water Committee Meeting, 09/10/25

Director Sanguinetti and Director Watkins attended the San Joaquin Farm Bureau Federation Monthly Water Committee Meeting. Director Sanguinetti reported Associate Engineer, Kent Norman provided the committee with a presentation and noted attendance by most Districts.

F.     REPORT OF GENERAL MANAGER

1.      Water Supply Report as of 09/02/25

Assistant Manager Vega provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.

 

There is 162,462 AF in storage at New Hogan Reservoir. Current releases are set at 182 cfs. There is 1,631,723 AF in storage at New Melones Reservoir. Current releases are set at 989 cfs. The current release at Goodwin Dam to Stanislaus River is set at 1,001 cfs and release to all water users is set at 1,328 cfs. There are 11 irrigators on New Hogan, 3 on New Melones and 3 out of District. The District Water Treatment Plant (WTP) is currently processing 44 mgd. North Stockton is currently utilizing 4 mgd. South Stockton is currently using 8 mgd. Cal Water is currently utilizing 22 mgd. The City of Stockton WTP is currently processing 23 mgd.

3.      Report on General Manager Activities

a.       ACWA State Legislative Committee Meeting, 09/05/25

Assistant Manager Vega reported a leadership change was reported at U.S. EPA Region 9, with Josh Cook resigning approximately six months into his tenure to pursue a new opportunity supporting tribal nations in workforce development and sustainable forest and watershed management. Staff will continue to monitor the potential implications of this transition. Additionally, a coalition letter was submitted and co-signed by the Manager Hopkins, alongside ACWA, CSDA, the League of California Cities, and other agencies, regarding Proposition 4 expenditures. The plan, adopted last year, was designed to support shovel-ready climate adaptation projects, including dam safety improvements and recycled water initiatives. The letter emphasizes the need to direct funding toward these intended purposes and to expedite the regulatory authority necessary for their timely implementation.

 

b.      Stockton East Water District Activities Update

Assistant Manager Vega reported the Employee Spotlight for the month of September which features General Manager Hopkins and Accounting Technician Mouy King.

 

Assistant Manager Vega reported the Employee Appreciation Day will be Friday, September 19th.

 

Assistant Manager Vega informed the Board a leak was discovered at the Bellota pipeline and staff are working to resolve the issue.

 

The equipment use for 08/25/25 was presented.

 

District Engineer Evensen provided the Board with pictures of the Bellota Weir construction progress.

 

4.      Stockton East Water District Water Supply Update

Water Supply Manager Donis provided the Board with a water supply update. Year-to-date deliveries from New Melones to Stockton East Water District (SEWD) total 32,446 AF, and to Central San Joaquin Water Conservation District (CSJWCD) total 31,569 AF, for a combined total of 64,063 AF. Year-to-date releases from New Hogan Reservoir for the District total 68,879 AF, which includes 1,760 AF in flood releases. Groundwater monitoring wells reflect a decline of 3.36 feet, based on a 15-well average. Total percolation from the Water Treatment Plant stands at 7,719 AF year to date.

 

G.    DIRECTOR REPORTS

1.   Greater Stockton Chamber of Commerce – Monthly Mixer, San Joaquin A+, 09/04/25

Directors Atkins, Watkins and Manager Hopkins attended the Greater Stockton Chamber of Commerce – Monthly Mixer, San Joaquin A+. Director Atkins reported it was a great event. It featured an outdoor networking format.

 

2.   San Joaquin County 175th Anniversary Gala – Haggin Museum, 09/05/25

Directors Atkins, Watkins, Sanguinetti and Manger Hopkins attended the San Joaquin County 175th Anniversary Gala – Haggin Museum. Director Atkins reported the Gala featured tastings from a dozen restaurants and=wineries=s. The event was well attended by approximately 450 guests.

 

3.   Calaveras County Water District Tour, 09/09/25

Director Atkins, Watkins, Hansen, McGurk, Sanguinetti, Nakaue and Manager Hopkins attended the Calaveras County Water District Tour. Director Nakaue reported the tour provided an informative overview of the Calaveras County Water District (CCWD) and its extensive facilities, which include dams dating back to the 1920s. CCWD manages both water and wastewater services across a large and geographically diverse service area, requiring significant pumping capacity in certain regions. The system includes approximately 13 treatment plants with varied configurations and incorporates a “wishbone” design (Utica). Director Atkins reported CCWD also operateshydroelectric plants to generate power. In areas such as Copperopolis, where no treatment plant exists, water must be trucked in and wastewater trucked to Town Square. Director McGurk reported CCWD has an arrangement with PG&E that allows CCWD to provide generated electricity to PG&E in exchange for PG&E supplying pump motors for CCWD operations at no cost—effectively trading electricity generation for reduced demand charges.

 

4.   Eastern San Joaquin Groundwater Authority Board Meeting, 09/10/25

Director Panizza and Director Watkins attended the Eastern San Joaquin Groundwater Authority Board Meeting. Director Panizza reported minutes were approved, Julia Berry was appointed as the new Executive Director and primary contact with DWR, Kleinfelder provided a report on groundwater monitoring implementation, identifying the need for approximately 25–26 additional monitoring wells across several districts. This includes 5 in Stockton East Water District (SEWD), 4 in North San Joaquin Water Conservation District (NSJWCD), 5 in Linden Irrigation District (LID), 4 in South San Joaquin Irrigation District (SSJID), and 3 in Oakdale Irrigation District (OID). These wells will supplement existing monitoring infrastructure. Department of Water Resources (DWR) reported minimal new activity. Additionally, the City announced the groundbreaking of its 25th groundwater program.

 

5.   58th Annual Stockton Chamber Industrial Barbecue, 09/10/25

Water Supply Manager Donis attended the 58th Annual Stockton Chamber Industrial Barbecue. Water Supply Manager Donis reported that recruiters were present and he interacted with several vendors.  Discussion at the event centered on an IT/data center located off the Delta that utilizes Delta water for cooling, noted as the first of its kind in the area.

Assistant Manager Vega presented the Board a letter informing the resignation of Josh Cook Region 9 Administrator.

Assistant Manager Vega presented the Board a support letter for Proposition 4 Implementation.
